The Spanish Region of Murcia commissioned this report to the Ivie to conduct an in-depth analysis of its financial situation, with particular emphasis on the consequences of the Regional Funding System in force since 2009 (SFA2009), especially its impact on the financial resources received by the Region of Murcia, as well as on its deficit and debt levels. The Region of Murcia aims to identify the possible causes of its indebtedness by analyzing the factors contributing to the insufficiency of revenues in relation to regional government expenditures.
The Ivie has developed a study detailing the key factors influencing the current financial situation of Murcia as a result of the implementation of the aforementioned regional funding model. The study also highlights the implications of this model for the evolution of Murcia’s debt. For this purpose, it has been considered necessary to compare the evolution of the expenditure needs derived from the responsibilities assumed by the region with the revenues available to the region from the SFA2009. Additionally, the study evaluates the relative position of the Region of Murcia compared to the other Spanish regions under the common funding system.
