The aim of this report is to analyze the causes and consequences of the significant delay in the revision of a funding model that has been plagued by issues of inadequate resources, unequal distribution of resources among regions, high levels of debt that keep regions out of markets and dependent on unconventional financing methods, and the accumulation of experience in the revision of the financing model.
The perspective from which the analysis is carried out takes into account the fact that some regions have resources per unit of need that are below average. The following regions are permanently affected by this: Andalusia, Valencian Community, Castile-La Mancha and Murcia. More than one-third of Spaniards live in these regions and, because of the 2009 Regional Funding System (SFA-2009), public health, education or social services are provided in ways that strain the accounts of these regions.
The aim of the study is to provide an overview of the Regional Funding System, especially for those regions that are underfunded. Thus, the study presents a novel approach by combining data on the underfunded regions and offering the available figures until 2022 and the 2023 forecast. However, the report will clearly identify the specific case of the Spanish region of Castile-La Mancha.
