Public procurement represents a high volume of government spending and its results are relevant for the proper functioning of policies that support procurement. After the studies carried out in 2018 and 2019 on the duration of procurement processes and on the degree of competition, based on the ContraPublvie2019 database, this report will analyze the characteristics of Valencian firms participating in the different types of procurement procedures with the public administration, differentiating by type of administration (state, autonomous and local), in comparison to companies from other regions.
The objective is to analyze the amount of Valencian firms that participate in public sector contracting procedures in order to detect possible limitations in access to certain companies, as well as the territorial bias of the different administrations. In particular, the report will consider the participation of SMEs in the contracting processes, the location of the headquarters of awarded companies, the existence of competition, as well as the degree of participation of the companies, i.e., the frequency with which they are awarded contracts. For this reason, the database of public contracts built by the Ivie based on public contractual information from the Public Sector Contracts Platform will be updated and used.
