Are Spending Trajectories Sustainable? 13th RIFDE Conference on Regional Public Finances
This project and publication stem from the 13th RIFDE Conference on Regional Public Finances, held in Valencia in November 2025 and jointly organized by the Generalitat Valenciana and the Ivie. Over two days, experts from different fields examined the sustainability of regional public spending in Spain. Discussions focused on the role of Spain’s autonomous communities in delivering basic welfare state services, including healthcare, education, long-term care, and social services, which are essential for social and territorial cohesion.
The conference explored the evolution of regional government expenditure, its main components, institutional constraints, and the challenges arising from population aging and the new fiscal environment. It also addressed issues such as the adequacy of resources, fiscal rules, spending efficiency, and the institutional capacity required to maintain fiscal sustainability, territorial equity, and the quality of public services.
The insights generated during the conference have been collected in a book that offers a multidisciplinary perspective on the sustainability of regional public spending. The publication examines the factors driving expenditure growth, the constraints shaping spending dynamics, and the pressures likely to influence its future evolution.
