This report, prepared for the Cajas de Ahorros Foundation (Funcas), assesses the productivity in the public services and the impact of the human resource management policies to improve it. The primary purpose of this work has not been so much to quantify the level of productivity as to offer proposals that allow the evaluation of various factors that compose it and make suggestions for improvements. Based on quantitative data and on the experience of public administration experts and managers, the study analyzes the productivity of the public sector. In addition, it distinguishes three levels of analysis, a transnational one by comparison with other countries, another one referred to Spain, and the last one related to the productivity of specific governmental organizations, units or departments. Particularly in this last level, it pays special attention to the different policies and practices for the management and development of human resources in order to identify their potential effects and implications for the productivity of civil servants and the units and government agencies in which they work.
