IvieLAB. Analysis of Proposals for Reforming Spain’s Regional Financing System

Following the presentation by the Ministry of Finance of its proposal to reform Spain’s regional funding system (SFA-2009), this project aims to provide an in-depth analysis of the structure and functioning of the proposed new system (SFA-2027) and to estimate its likely outcomes for the Region of Valencia in comparison with the other autonomous communities.

In addition to the resources allocated through the regional financing system, the central government provides funding to the autonomous communities through a range of earmarked transfers, channelled via agreements and program contracts established within the framework of sectoral conferences or through bilateral arrangements. Accordingly, a second objective of the project is to analyze the available microdata on the Region of Valencia’s position with regard to these earmarked funding streams, assessing whether the resources received in each area are aligned with the region’s underlying indicators of need.

Finally, the study will also examine two additional financing sources that play an important role in supporting regional investment policies: the Interterritorial Compensation Fund (FCI) and European Structural Funds, including the European Regional Development Fund (ERDF), the European Social Fund (ESF), and funds associated with the Common Agricultural Policy (CAP).
