Implementation of Next Generation EU (NGEU) Funds Allocated to Expenditure Policy 46 (Research, Development, Innovation and Digitalization, R&D&I&D) as of June 2025
Fundación Cotec and the Ivie have renewed their collaboration to develop a fourth report on the implementation of Next Generation EU (NGEU) funds in Spain and its Autonomous Communities, focusing on projects related to Expenditure Policy 46 (Research, Development, Innovation and Digitalization, R&D&I&D). The report analyses data on public procurement contracts and grants financed through NGEU funds up to 30 June 2025, extending the analysis by one additional year compared with the previous edition published in 2024. Building on the database developed for earlier reports, the study identifies procurement contracts and grants allocated to Expenditure Policy 46 and assesses their degree of implementation across Spain and its regions. The report also provides a comparative regional analysis and examines the economic and financial characteristics of firms receiving NGEU funding, comparing them with non-beneficiary firms in programs reaching a large number of companies—such as the Digital Kit—as well as in other schemes with significant allocations to businesses.
