The debt incurred by the Spanish regions, especially the Valencian region, is the result of financial shortfalls
The Valencian region has the highest debt-to-GDP ratio and is the most indebted in relation to current income as a result of receiving for decades much less than the other regions. Therefore, in spite of spending less, it has greater deficits and more accumulated debt.
A new regional financing system is needed to end this discrimination. This new system should respond to the need of interregional equity and debt restructuring, while offering a compensation for the debt caused by global shortfalls and the underfunding of some regions.
