Execution of NGEU Funds Allocated to Spending Policy 46 (R&D&I&D) in Spain and Its Autonomous Communities as of June 2026
Fundación Cotec and the Ivie are continuing their collaboration through a fifth report on the implementation of Next Generation EU (NGEU) funds in Spain and its autonomous communities, focusing on projects linked to Spending Policy 46 (Research, Development, Innovation and Digitalization, R&D&I&D). The analysis is based on information on public procurement contracts and grants and extends the monitoring period through June 30, 2026, providing an additional full year of data compared with the edition published in 2025.
Building on the existing database, the study identifies the procurement contracts and grants financed under Spending Policy 46, which encompasses activities related to research, development, innovation, and digitalization. The report will also provide a comparative analysis across autonomous communities, highlighting regional differences in the implementation of NGEU-funded initiatives.
In addition, the study will examine the economic and financial characteristics of firms that have received NGEU funding, comparing them with those of non-recipient firms. Particular attention will be paid to programs that have reached a large number of companies, such as the Digital Kit, as well as to other initiatives distinguished by the volume of funding allocated to businesses.
