PhD in Economics from the University of Groningen (1993), he was Deputy Director of the OECD Directorate for Science, Technology and Innovation (January 2013-July 2022). He directed the OECD’s research and policy analysis in the areas of digital economy, research, industry and innovation policy. He is co-author of more than 40 books and book chapters and has published over 40 papers in international peer-reviewed specialized journals such as, Review of Income and Wealth, Review of Economics and Statistics, Brookings Papers on Economic Activity, Journal of Development Economics, International Productivity Monitor and OECD Economic Studies. Since September 2021 he is member of the UK Productivity Commission. Until October 2022 he was a member of the Irish National Competitiveness and Productivity Council.
Fields of research: international policy advice, analysis of innovation, digital economy, entrepreneurship and productivity.
