Attracting and Retaining Talent in Spain's Regions
Fundación Cotec and Ivie have renewed their collaboration to develop the 2025 Talent Positioning Map for Spanish Regions, continuing the series of previous editions (2019, 2021 and 2023), which ranked Spanish Autonomous Communities according to their talent endowment. The index is based on the methodology of the Global Talent Competitiveness Index (GTCI) developed by INSEAD and draws on a broad set of indicators related to the capacity to attract, develop and retain talent.
The project focuses on updating the existing database with information from official statistical sources (such as the Spanish National Statistics Institute—INE, Eurostat and the European Commission), provided that data are available at the regional level. This update makes it possible to reassess regional performance in talent attraction and retention, identify strengths and areas for improvement, and analyse changes in regional positions relative to previous editions.
In addition, the project places Spain’s Autonomous Communities in a comparative framework, both relative to the national average and across regions, allowing for an in‑depth analysis of regional differences in talent-related outcomes and the diversity of regional talent ecosystems in Spain.
