During the crisis, the Spanish regions under the common funding system have reduced by 15% their spending on health, education and social services, as a result of the decrease in their income
Since 2009, the ability of the administrations to protect the welfare state of its citizens has been very uneven. The Spanish regions under the common funding system have reduced at an average annual rate of -1.8% their real expenditure per capita in basic public services (BPS), resulting in negative adjustments (-11,126 million euros) between 2009 and 2015. During those years, the central administrations have increased annually their spending in BPS per capita 1.2%, equivalent to 13,195 million euros.
